fuel return line

I own a 1964 ford 4000 D tractor. My tractor has a fuel return line? which comes out the bottom of the fuel tank to the head. The line is blocked off. The tractor smokes "gray smoke" when started and last until the motor warms up. (The person) I bought the tractor from told me the reason he closed the line off, was that fuel would leak from this line into the cylinder head when the tractor was not running, filling the cylinders with fuel and leaking into the oil pan. He stated since the fuel return line was shut off that excess fuel in the cylinders is why the engine smokes during start up. The person I bought the tractor from thought the return line had some kind of valve inside the tank that was defective. (The motor was just rebuilt and is broken in) Does this make sense to anyone? and how can I fix this problem? Thanks! Russ Bernard
