A product made for tires that are continually exposed to nails, thorns, sharp metal, etc, is perfect for your need. This is a spongey "rubber" donut that replaces the tube. Just enough room is allowed for mounting the tire with the donut inside, in other words the donut nearly fills up the tire interior. Air pressure is the same as a regular tire; however, the tires may be run without any air pressure for your situation. I can't remember the proper name of the product, but I remember reading about it on YT over a year ago. Initially it was developed for skid-steer tires I think. Hopefully a search will discover more information.
