White exhaust while cranking is normal. It's merely an indication the fuel system and injectors are working OK (the white "smoke" is unburned fuel...) Several reasons the motor won't start: - Engine is cranking too slow. - Compression is low (worn/stuck rings; worn, badly adjusted or stuck valves; cylinder walls dry from sitting so long, etc.) - Glow plugs not working. You don't mention model tractor, but if it has glow plugs (or a manifold pre-heater) and they're not working it won't start cold. Do you have another tractor to pull this one with? Often pulling in gear will spin the diesel fast enough to start it when all the starter can do is make white smoke.
