Paul Janke posted a sensible reply. I have welded fittings into two propane tanks, 100 pound size, for use with compressed air, no problem. The propane has an odorant added, methyl mercaptan. When the odor is gone, so is the propane. Put about 100 psi air into the tank and let it out. Probably will have to do that twice. When the odor is gone, you have just an empty steel tank, the propane leaves no residue. But welding for reuse with propane is a different matter. I would get the best weldor ( a weldor is a person) possible and then test with air at 175 PSI. Propane is stored at higher pressure, this test is for leaks in the weld area. If no leak, cleanup and paint the tank, THEN have it tested for propane. No mention of any repair- they will automatically refuse to test for liability reasons. Sometimes replacements are not available and we must repair or do without. This plan is the one I would use if the existing tank must be repaired.
