O/T Johnson outboard giving problems

Hello, I have been trying to get a 55hp Johnson outboard running that has been sitting for 2+ years. I have cleaned the carbs, replaced the fuel pump and filter, new fuel line, new gas tank with fresh gas. It will start and run good in the driveway with a water hose and suction cup thingies, but however when I take to to the lake, it will not start. Something about it being in the water. Has anybody had this problem and know how to cure it?. I worked on it alot today, I'd start it up and let it run for awhile in the driveway, them immediatly jump in the truck and drive over to the lake and it wouldn't start in the water, but I'd pull it out, take it home, and then it would fire right up in the driveway hooked up to the water hose. I repeated this 4 times today!!! Thanks in advance!.
