Off topic: Chevy truck

Well I am 17 and looking for a old chevy truck and found one for $400, and needs a new windsheild, battery and back tires, valve gasket, and a exhaust system.Does anybody kknow if the 1982 custom deluxe is required to have a cataladic converter on it. And what do yall think about the truck. All seetmetal is good execpt a little bit of rust around fenders.
