It is a weed as far as I am concerned. I have heard that it was nearly wiped out during WWII. It seems that the companies that made life preservers for the military used milkweed pods for stuffing. School kids would harvest the pods and sell them to said companies. After 4 or 5 years of not reseeding, there wasn't much milkweed left.
