Jim most of the times it is a sign of worn , broken ,or stuck rings, you did not say whether or not that it was fouling plugs, I have heard some say that a clogged up breather can cause this kind of a problem too, If I were you then I would do a compresson test before that I went into the motor. May be some of the others can enlighten you more on this problem.
