Well after checking everything electrical I decided to remove Starter and test it off the battery. It worked fine and I ran it several times. I think the shaft action may have got stuck in the out position(it didnt retract back down the shaft) I think that's called a Bendix action. So, I put the Starter back on drove the starter straight from battery and it worked. I connected the selinoid an cable's back to starter and everything is fine. Tractor friend says take the starter off again and put some Anti-seize on shaft that it may have got dry. Boy was I worried that possibly something in engine broke and seized block. Thanks everyone.
