To add to what JMS said, tractors started out with 540 rpm pto's. It is difficult to build a pto shaft strong enough to transmit more that 75-80hp at that size & speed, so for bigger tractors they developed 1000 rpm. On small tractors, _most_ implements are designed for 540 pto, a very few things were special built for 740 or 1000 rpm. I believe these are perhaps more common in Japan & China, and the different speed options came along for the ride, tho rarely used here. Some folks will throttle the tractor back to 1/2 engine speed & use the 1000rpm to pull light loads, saving some fuel. Just be careful not to: 1. Lug your engine down & make it work too hard; 2. Speed up the engine speed while the pto is engaged & wreck something. You do not ever want to run a 540 implement at 1000rpm. Bad things happen. --->Paul
