For some reason, which now escapes me, I always thought the phrase means it accelerates nicely and runs well as you're going out from wherever you start. Also, I lived for several years in a rural area that was about 25 miles from the only large town(s) in the county. Instead of saying they were "going to town", folks thereabouts would say they were "going out town".
