New rebuild not starting

Hope somebody can help me out? I have just completed atop to bottom rebuild on an Oliver 232 6cyl diesel.Every thing has been replaced. The injector pump has been refurbished by a factory auth. service. it wants to fire but just sputters. It ran for about 5 seconds.I have bled the fuel system many times. I have found some leaks on the return lines. Will be replacing all before next attempt.This is my first diesel and although I under stand the concept of the injector pump,I don't know if there is something I should be fiddlin on it while cranking. I have the throttle wide open per recomendation or the folks who rebuilt it. I am also going back to square one on setting the timing.When I originally set it i Watched the #1 intake drop and dialed it to the top on that revolution, and stopped at 4deg BTDC. Ihave since obtained a correct book for my machine and it says I should be at 2deg ATDC. By the way not that it makes any differance my machine is a White 2-63 Industrial TLB. Thanks for any help.
