One way to get the crud out (if there are not a bunch of baffles in the tank) is to put a bunch of coarse stones (crushed rock), or a couple of handfulls of bolts, nuts, and sharp screws in the tank and shake it around. I have even heard of people securely strapping a tank to the hub area of a rear tractor wheel and then using the tractor, "tumbling" the objects around inside the tank. Of course, if the "crud" is not too bad in the tank, perhaps just the chemical cleaner in the tank coating kit will do the job.
