Generator/Regulator charging questions

The "amp" gauge on my D-19 hasn't been showing a charge lately. When I pull out the light switch and the lights come on, it shows a discharge, but other wise doesn't move. Checked the generator out and it is putting out a charge. Cleaned the ground and the connections on the regulator. When I short between the battery and generator terminals it causes the gauge to show a discharge. If it is the regulator, wouldn't it cause the gauge to show a positive charge? Don't get a response on the gauge when I short between the F terminal and ground. I put a lead off my test meter to one of the wires going to the gauge and grounded the other test lead to the tractor and got a reading. Then did the same to the wire going to the other side of the gauge and got the same reading. Does this mean that there is a charge going thru the gauge but it just isn't showing it? I'm kind of lost here. If the regulator was bad, would I get any type of reading at the guage with my meter? Any help or direction would be appreciated. Thanks Wil
