Securing Spinout Wheels

I can't seem to get the spin out adjustable rear wheels on Dad's Massey Ferguson 65 to lock up securely and stay put. The rear wheels are new aftermarket items, which may or may not be relevant. I crank down on the locking lugs as hard as I can with an 18" breaker bar and square socket (the lug has a half-inch square head). I can see the wheel deform slightly under the pressure. The mechanism seems to be nothing more than a cam which pushes a stud outward against the spiral. No teeth or anything where the stud meets the spiral, nor any detents to engage. Seems like a poor design. Is something worn, or am I doing something incorrectly? Thanks in advance.
