How to get rid of coyotes

I've got coyote problems. They are killing my goats and sheep. I've got a 207 Winchester (Remington 700) rifle, but can't get a shot at the sucker. How do I get him to come out so I can shoot him? I have two German Shepard’s that chase him at night, but I have only seen him in the early morning or evening twice. Help
