International Tractor -Trailer Question

My father-in-law has a 1950's era International 190 tractor-trailer type tractor. It has been outside and parked for probably 15 years. It was parked running and we want to start using it again. Is is worth putting money into? I don't think it is stuck but I wonder if we should pull the heads to check for rust in the cylinders or maybe just put something in the cylinders to break up any rust if it is there. Does anyone know of another web site where there is info on restoring this type of truck? Thanks,
