Yes it is differant in differant states.
The federal law 383.3(d) which covers CDL's says

Exception for farmers, firefighters, emergency response vehicle drivers, and drivers removing snow and ice. A State may, at its discretion, exempt individuals identified in paragraphs (d)(1), (d)(2), and (d)(3) of this section from the requirements of this part.

I know the states around here exempt the farm owner and family members but some also include employees.

The point I was trying to make is he needs a CDL and to get a CDL you need to be able to read and speek english.
