I thought I'd try something really radical, and actually research this one instead of just spouting off. It only outlaws requiring laborors to hand weed. It is not a blanket prohibition. Senate Bill 587, sponsored by C-OSHA (that's California-Ocupational Safety and Health Administration). If you wish to weed your garden by hand, you are free to do so. There is a short handle prohibition for employees in California, just like the ones in Texas, New Mexico and Illinois. The short handle hoe law went into effect in 1975, the short handled tool law went into effect in 1978. This is all driven by rising medal costs and unemployment costs due to back injuries, both chronic and acute, resulting from laborors staying stooped over for hours on end in the fields. There is no charcoal grill ban in California. What there actually is, is a prohibition on the old fashioned lighter fluids in the southern coastal counties (LA). The new lighter fluid is lower in VOC.
