How HOT should a small engine run?

A small 5-8 hp industrial air cooled (painted red) Briggs engine runs a large parking lot type blower similar to the lil wonder blower. The top mounted fuel tank has a rubber fuel line running underneath and next to the head. After running for 15 minutes it begins to sputter and seems to choke itself out of gas. Service has just replaced the head gasket, and points, and condenser thinking it would fix the problem. It used to happen after 5 minutes and it does take a little longer but is still there. When it sputters it will belch black smoke now and then like it is being choked. I noticed then when it does sputter the block seems too hot, You can't touch the metal choke lever for more than a second without burning yourself. Letting it stand for a few minutes and it will start and run good again but does not take long before the sputtering starts again. Running that hot, could the gas be vaporizing in the fuel line before it gets to the carb? Have I told you enough? What is going here? What should I try next?
