before you do anything drastic, pull the valve cover off and make sure the valves are set correctly. It sounds like #1 has a valve not closing, or a chipped valve. set the valves, recheck compression, and if there is no change, something more serious may be wrong. Next step is to do a wet compression test. It will be helpful to have all spark plugs removed. Squirt about 3-4 tablespoons of oil in one cylinder at a time and recheck compression. if the compression goes up significantly, the rings may be bad. If there is no change, you probably need to pull the head off. It could be a blown head gasket, or cracked head, or a number of things. Good Luck
