Over-running coupler / Slip clutch on PTO shaft question

I just put a tow-behind mower on my farmall 100 and tried it out in the yard tonight. I put an over-running coupler on it, and when I stepped on the clutch and brake, the mower still pushed the tractor. I don't think the over-running coupler "over-ran". It was yellow in color, and I think it was made in some oriental country, if that helps. Do they need to "break in"? It is too tight to budge. I tried hitting the brakes several times, but it did not free up. Maybe there is some internal rust, I dunno. Maybe it is a piece of dung. I added more grease to the grease fitting, and sqirted some oil inside wherever I could get it in. I thought about taking it apart, there is a huge internal snap ring holding it together. I am not sure if the guts are under spring pressure or not, so popping the snap ring off makes me a little nervous. I will try it again tomorrow. Anyone else been down this road? Also, has anyone ever added a slip clutch to an ever-running coupler? I have one on order, but I wonder if the length of the two stuck together can cause any unforseen problems, such as excessive PTO shaft bearing wear, or anything else???
