Adjusting a JD 4B plow

I have a JD two bottom 4B plow that does not plow evenly, the front bottom goes in about two inches deeper than the rear. I have the leveling lever set to the max. to avoid this, but that is not enough. Also, this plow was converted from steel to rubber with each tire a 6.0-16. Does this tire size affect the plowing?
The furrow wheel is steel.
