I agree. What you hear is the starter relay(1 inch black box) clicking on and off. You have enough battery to energize the relay, but once the starter starts to draw current, the voltage drops and the relay deenergizes, it does this probably about 3-4 times a second. It does have enough voltage to turn it over only when you jump it at the starter. Charge the battery, or replace it. It should have you mowing in no time.
