Trouble cranking engeine over

I am starting to work on my new "toy" that a neighbor gave to me. Its a 1945 Silver King. I had to get a new battery for it cause the old one was really old and couldn't turn the engine over too well. I thought with a new battery things would change,but it acts the same way. Cranks a turn or two then it stops. This tractor has been in side for the last 10-12 years,but has not run so I thought the engine must be a little snug. I got the tractor running tonight with a pull and had it going for about half hour. It ran pretty rough,but thats not a big deal right now. I tryed re starting it and it did the same thing So my question is what could be causing my starting problem? It cranks over fine with out the plugs in. Could the starter be rusted up?? 12 voltis out of the question. I always like to keep the tractor original looking. I always say if the tractor started fine years ago why shouldn't it start now with its 6 volts. Any help would be great. Jason
