Building a house, jumping thru hoops!!!!!!

Wife and I are starting a new house. We have had to have a perk test, and septic field designed, now I have to take a plot plan with the house layed out and the septic system, and the future repair site to planning and zoning for approval. After that is approved I take the septic permit, and planning and zoning approval, along with 2 sets of plans, floor plan, cross section, and elevation, and a set of footing plans, with all details, down to and including insulation to the inspections dept.
If all is approved then I can BUY a building permit.
I am drawing up the plans myself and I'm not a draftsman, just and old country boy. I remember my dad building houses without any plan except what was in his head. It wouldn't do to take my head to planning and zoning, might never get out.
What does other parts of the country have do do to build a house? One of the great things about the webb is you can learn a lot about how others live. What I'm going thru may be a piece of cake to some and others may just start building with the plans in your head. I am in central NC. Any others?
