Usually the steel radiators can be fixed by brazing the holes shut vs soldering them on an aluminimum core. If the tubes are on the "inside" of the core and can't be reached from outside then often they can remove the tanks and sealing off the leaking tubes internally by brazing them up. Alot of times though the steel cores are so old that when they start leaking in one place they are probably gonna leak in others once the paint is stripped off. We recently had one that had a couple of small weeps in it, When they got all the rust and paint off it went from a few weeps to several more major leaks. Other than simply trying to get a good idea of the condition of the core or them not knowing how to fix anything but the aluminium cores I can't understand why it would make a difference to a shop what the core was made of. In my book fixing a leak is fixing a leak...
