d-14 allis chalmers starter

ia have a 1958 d-14 and have had the statrer rebuilt and have had converted to 12 volt. however the stater is still 6 volt. ocassionally when i start the tractor the starter will just spin and not engage. i then try again and it will start just fine. i have taken back to where starter was rebuilt and they tell me nothing is wrong and that everything checks out ok. just courious if anyone else has had such a problem and what the cure is.
