Webster defines "victim" as one harmed by, or made to suffer from, an act, circumstance, agency, or condition. That's what the IRS did to him....put him in prison. That act by that agency had to amount to some sort of inconvenience at least, for him. Course there are prisons for you and me, and prisons for the have-it-alls. Didn't say he wasn't a criminal of the highest order. Mark
