If everything in the carb is in good shape and the fuel is clean,they will usually hold against gravity fuel pressure. I have a 4020 JH gas that inspite of repeated checks and adjustments of the carb,still flooded over about 30% of the time. I suspect it is because the fuel lines sat with water in them and have some internal rust that flakes off now and then and causes the float valve to leak. I finally fixed it by installing a 12V fuel lockoff valve just before the carb. This valve is wired to the ignition switch and cuts off the fuel supply as soon as the ignition goes off. A fuel lock is used on dual fuel propane/gasoline setups and are avalible at propane carburation supply houses.
