Some years ago a motorcycle magazine I subscribed to did a very detailed study of deer whistles. To physically work, the whistles require air flow through the unit. To get that, the rear must be clear of obstructions for at least five feet. Installation on the bumper in front of the grill ensures that the whistle cannot blow due to the stagnant and turbulent air flow. They would blow if mounted on the hood or roof of a car, or on the outboard areas of a motorcycle. Many of the whistles tested were physically incapable of whistling due to defective design or production line flaws. Deer do not hear ultrasonic sounds. That is what the whistles produce. So the deer do not hear a functioning whistle any better then you or I can hear them. So; 1, many of the whistles are inoperable out of the box, 2, most are installed improperly and will not produce a tone, and 3, deer can't hear the tone even if the whistle does work. All that said, in driving through deer populated areas (I think they used a deer ranch for this), motorcycles with functioning whistles did seem to repell deer. Number of deer seen and the action of those deer were used as the criteria. So the final summary was that they cannot work, but when installed properly, do seem to work somehow.
