I worked in the aerospace industry for over 34 years and was on a NASA advisory committee. As I understand it, JPL is located on the Cal Tech campus, but it is a government entity and I believe it is funded throught the space side of NASA. I never heard anything bad about the outfit. they do a lot of neat stuff with satelite and probe propulsion systems, orbital mechanics, etc. Good luck in your job search.
