PAPS stands for Pre-Arrival Processing System a new customs clearance proceedure instituted by the US Customs Service for clearing at the boarder. All the paper-work for the load has to be sent (faxed) to US Customs 1 hour before the truck arrives to cross the boarder. I'm not sure of all the details but not so ominous once you know the ropes. This will allow customs to do much of their work before you get there. I have a little bit to do with it but can't get into explanations here.
