thurlow: I like that word "needs". Here some bureaucrats do little more than try to find a need for themselves. An investigative news reported found a bureaucrat in Halifax, that did nothing all day except read 5 daily newspapers from cover to cover. He got paid a salery, and for over 5 years, reading those papers were the extent of his daily activities at work. He reported his findings in the papers to no one. At the end of 5 years he was given a promotion.
