If I understand your question correctly- the splash guard goes on first, then the valve cover, then the rubber washers go on underneath the nuts that hold the cover on. Anything without paint, like the splash guard- goes INSIDE the engine. If you over-torque the nuts you will distort the valve cover gasket and cause oil leaks. Torque according to the specs in the service manual, and a cork gasket, rather than the rubber gasket, seals better!
