Theoretically, if you had the same brand tire, and both had the same first number such as: 13.6, 12.4, or 11.2, the 36 inch would be 5.5% slower than the 38. They dont make a 13.6x36, its a 13.9x36 so if you go from a 13.6x38 to a 13.9x36, you wont get as much reduction in speed. Either way, 5.5% aint noticable, if you want to slow it down enough to notice it, you need to go to a 34, 30, or even a 28 inch rim. They make lots of tires for those sizes, a 36 is very odd these days. Just use wheels off of a "standard" version tractor.
