Solved, The bowl vent was plugged causing the fuel to syphon out of the bowl, thus allowing the float to never close the needle valve.
I learned a lot about the passage ways in a DLTX carb. Probably should have read a service manual first. Would have saved a lot of time. Whats a good book or manual on the design and service of the DLTX carb ?
