I have a Cub Lo-Boy. I had a few power problems unitl I got the service manual and got everything tuned back to the way it should be. To start, get that overheating problem taken care of. I would take the radiator off and take it to a good shop for testing and repairs. If it is no good, a replacement is about $200, a lot but not as much as a new tractor. Get an original factory shrouding and an orignal fan, they put out a lot of cooling air when installed together. If you have a good tach, set everything to specs. I couldn't believe the power gain this spring from a complete tune-up. My RPM's were only maxing out at 1200, now at 1800 I have plently of pull where I didn't have before. This was due to a governor out of adjustment. I also have a 60" deck. Mine is the IH not the woods, but as long as you can turn the blades easily with your finger then the deck is OK. Otherwise, check spindles for wear and fix the binding problem. Hopefully some of this helps. Good luck! Keep that tractor, it is a good work horse for small farms!
