So are you getting him the tractor for Christmas? Or he already has the tractor and you're giving him some tune up parts? If you're giving him the tune up parts for the tractor he already has, really all you need to be sure of is if it's an overhead valve 4 cylinder or if it's a flathead 4 cylinder. If it's a 1954, it should be an ohv 4 cylinder and the same tune up parts should work for all 4 cyl gas Fords from '53 to '65. Any online tractor parts supplier will be able to help you. Or your local tractor parts emporium. Or even the New Holland dealer. As for plug wires, get the copper units...not the composite junk.
