Yes a FOID card is a ID card with a picture on it, you pay 5.00 for the card, send an application to the Illios State Police and they do a background check of some sort, kinda trying to keep criminals from legally owning a gun. It is kinda of a joke, the try to keep crazy peopla and criminals from having guns, but I have never seen a criminal own a gun legally anyway. The only thing it does is if I were to purchase a gun, they tie my FOID number, name and the seriel, model of the gun together.
