I was always told (years ago) to set the valve clearances on overhead valve engines with the engine HOT and RUNNING (at slow idle). This has always worked very well for me on tractor, truck, marine and automobile engines. This method has also sometimes solved "valve setting", "hard starting" or "poor running" problems caused by setting the valves by other methods. The only engines that I am aware of that require the valve clearances to be set when "cold" are some of the alumonum block, air cooled engines (some only the intake valves, not all of them though). Most engines that I am aware of (with cast iron blocks and heads) require a larger clearance if setting the valve clearance "cold". This is especally true for the exhaust valves. The exhaust valves get a lot hotter than the bolck, cyl. head, rocker arms, tappets, or push rods and expand more. Lots of different opinions and requirements on this issue. I also like to check the manufactures specifications, procedures and recommendations first. Good luck on whatever you decide to do.
