The frosting is caused by the evaporative cooling effect of the gas vaporizing in the carb throat. If there is water vapor in the air, it will condense and freeze in the carburetor air passage and cause it to run ratty because it chokes down the air supply. As the other folks have said, adding external heat from the exhaust manifold can help. When it happens on my TO-30, I just let it run until the exhaust manifold gets hot enough to transfer heat to the intake manifold, since they are one unit.
