oliver 60 -- electrical problem

i just put a new (actually rebuilt) 6-volt generator and a new cutout (acts like a voltage regulator, i think, but isn't one really) on my 60. the ammeter dances back and forth between 20 amps discharge and 0 amps, real fast, like it was possessed. working correctly, it should register 4-10 amps positive. i polarized the relay before running the tractor. i have double checked all the wiring and it is all connected correctly according to the drawings in my owners manual. so what am i doing wrong, or what else needs checking??
