If it is a moving coil meter it is an current meter either way - volts or current. As it will likely take only micro-amps to operate at full scale deflection (fsd) it will either have a "shunt" or "multiplier" depending on whether it is operating on measuring a current or voltage. This may be external or internal to the meter, but most likely there will be some form of external circuit, in the form of a sensitivity (fsd) adjustment which may offer a clue as to the meter operating mode.
