I have a 48' Cub that I fiddled with the carburetor for 2 months. I cleaned it inside and out. It finally got where it would run, but only on full choke at a idle. I finally had to break down and buy a carburetor rebuild kit from the local IH dealer as NAPA did not have one for it. It turned out all I need was the needle replaced. The end had worn down and would not let it run properly. I would start there. Also get a new gasket to go between the carburetor and the intake. A quick check to make sure your intake is not plugged up is to take the hose off from the air cleaner and squirt some starting fluid in the carburetor. If it don't kick off then you have problems beyond the carburetor. Also I just rebuilt mine. It had around 90 lb. before I rebuilt it. I would consider going ahead and tearing it down. That compression sounds a little low. I replaced head gasket, head bolts, had head plained and cleaned, new rings, cylinders honed, new rod bearings, new oil pan gasket, and new plugs for around a $150.00. I am by far a mechanic and me and my dad did it in about 8 hours combined time. If you have anymore questions feel free to email me or ask on here. Many, many knowledgeable people here.
