Brian, I believe your carb is filthy and needs a soak and you probably ought to rebuild it at the same time. Kit should be about $25 or less. If you open the drain cock and the gas runs out, then the passage from the float chamber to the drain cock is open. But, in that general area the flow to the main jet "well" or shaft can only get into that shaft "through" the main jet needle "seat." That seat is a brass or bronze insert and the main jet needle seats into it when you turn the needle clockwise. However if sediment is packed hard in the seat, no gas can get through and no gas can get into the idle jet venture, because the well or shaft it fills from "itself fills from the main jet venturi well." So, no gas can get into the main jet shaft and therefore none also can get into the idle jet shaft. You have no prayer of the idle jet functioning, since regardless of the negative pressure in the intake manifold, gas will not be drawn up the idle jet shaft, cause there isn't any gas in it. Take the drain cock off, and the main jet nut and needle off. Don't disturb the "packing" material under the main jet nut or you will surely have to replace it. Then carefully run a fine wire down the path of the main jet needle, through the "seat" and see if you can see it come out the bottom of the seat and touch the side of the main jet shaft. If not, that passage is closed, and you will never see that tractor run. I did this on my H (I think the carbs are similar)and took a tiny drill and slowly and carefully drilled through the seat, and cleaned it out. It solved the problem, and I also rebuilt the carb while it was apart. Good luck. RKS
