This question was answered the same way, but not to the extent as you have done here, a few weeks back. An interesting point brought out by an individual called 'Dufus' was the fact that a lot of these guys are pouring additives intended for high compression autos, many times into tractors that ran on Distillate or Kerosene or other inexpensive fuels of the time.
As far as the TEL issue, you are absolutely on target. I have never burnt a valve yet, but have had to mill pistons to lower compression and cylinder pressure to use present gasoline in high out put automotive engines.
