Sammy: By around base of plug I'm going to assume you mean in the gap between the plug shell and the electrode insulator. Oil accumulating there would indicate a bad (i.e. cracked and missing) valve oil seal, or a bad valve guide. When the engine is shut off, oil drips down the valve stem and winds up on the sparkplug amoung other places. Typically this is seen as a puff of burning oil when the engine is started. As for real effects, it doesn't mean a thing to engine performance until 1) the spark plug continually fouls; or 2) the valve wobbles so much in guide that it beats the valve seat out. Best advice is to ignore the problem. It'll probably be a long time before any engine work is needed. Jeff
