There is a way to safely store diesel fuel for long periods. Every major institution that I know of has large quantities of diesel fuel stored underground. These systems are tested periodically to make sure they operate properly but they don't test them long enough to burn very much of the fuel in storage. The usage is very low and turnover of fuel stock take many years.
