Are you absolutly sure there are no leash laws? Here in oregon there are leash laws even in the country. I hope you dont poison or harm the pets in anyway, it's not the animals fault, its the owners fault. I'm not sure, but I recall there being a thread or article somewhere about a common chemical that humans cant smell but is very offensive to dogs and was used to deter the dogs from depositing in a persons yard. I wish you good luck in your venture. And if you are going to shoot something, shoot the owner, at least that way you'll be "respected"? in jail.
